• This program is open to seniors graduating from high schools in Wisconsin where a local exchange company provides telephone service; AT&T, CenturyLink, Spring Valley Telephone Company, and West Wisconsin Telecom Cooperative do not participate in the program.
• Applicants must be planning to attend a college or university in any state.
• Selection is based on the students' desire to continue their education, their academic ability (as measured by GPA and ACT/SAT test scores), and their financial need.
